Abstract

Through their observation of Libyan football league matches, the researchers observed frequent protests by players against referees' decisions, to the point of questioning the integrity of referees and accusing them of bias. Therefore, the researchers conducted a survey to identify the most significant difficulties facing the Libyan Football Federation in its failure to provide video assistant referee (VAR) technology. The research aimed to design a questionnaire to identify the difficulties facing the Libyan Football Federation in its failure to provide VAR technology. The researchers, through the information collected by reviewing reference studies and specialized references, reached the following points: difficulties associated with the VAR planning process, difficulties associated with the VAR provision process, difficulties associated with the VAR oversight process, and difficulties associated with the VAR guidance process. The researchers concluded: "From the perspective of the employees of the Football Sub-Federation, the current system in the Libyan Football Federation lacks appropriate plans to provide assistant referees for VAR technology. The current system in the Libyan Football Federation lacks moral incentives. There is a lack of communication channels between all administrative positions working within the Referees Committee of the Libyan Football Federation."
